PROVIDENCE, R.I. -- A 23-year-old city man was shot in the legs in the Silver Lake neighborhood Thursday afternoon. Capt. James Desmarais said Franklin Strobert, who lives in the neighborhood, was at Webster and Union Avenues when someone shot him.
