The Rhode Island Democrat said in a news release that California Sen. Barbara Boxer, chairwoman of the Committee on Environment and Public Works, made a "brave'' decision to call for the unusual one-party vote on the landmark measure intended to curb global warming by imposing limits on the emission of gases that cause the climate-changing phenomenon. Republicans boycotted the committee's legislating drafting sessions, asserting that the Democratic majority had failed to allow enough time to investigate the cost of the sweeping legislation. Democrats charged the GOP with foot-dragging. Whitehouse pointed to provisions in the bill that he had sought, including one to help save animals and natural resources threatened by global warming and another to help coastal areas make plans to cope with the floods and other dangers that climate change might bring. The bill passed by the committe calls for a 20 percent reduction in greenhouse gas emissions by 2020. |
