WASHINGTON, D.C. -- Sen. Jack Reed was on hand Tuesday morning at the White House as President Obama and First Lady Michelle Obama welcomed Prime Minister Singh of India and India's first lady, Gursharan Kaur, flanked by a cast of hundreds. The star-studded crowd in the East Room ran the gamut from Secretary of State Hillary Rodham Clinton to actor Blair Underwood. This is the first state visit that the new president has hosted, complete with a full-dress state dinner, planned for Tuesday night. In brief welcoming remarks, Mr. Obama told Singh it is "fitting that you and India be so recognized." Among the congressional contingent was Reed. On military matters -- including the wars in southwest Asia -- the Rhode Island Democrat is among the president's closest advisers outside the administration. Reed's office said, however, that the senator will not attend the state dinner at the White House
