By Katie Mulvaney WARWICK, R.I. -- Superior Court Judge Stephen P. Nugent reaffirmed his ruling on Friday that allows a 22-year-old woman convicted of killing two elderly sisters in a drunken-driving crash to finish the remaining eight years of her sentence on work release - but agreed to put that work-release permission on hold while the case is on appeal. The state Department of Corrections had objected to Nugent's ruling, first issued in late May, and argued that state law allows only the corrections director to approve a prisoner for work release. Brandy Graff, of Coventry, is serving time for causing a drunken-driving crash that killed Victoria Riccio, 86, and her sister, Theodora Mastracchio, 95, in Narragansett in April 2005. Graff was 18 when she drank at a beach and then drove head-on into the sisters' car on Ocean Road. Two years later, Nugent had sentenced Graff to 15 years, with 10 to serve and 5 suspended, after she pleaded guilty to two counts of driving under the influence, death resulting. Gee, why even bother to arrest and bring to court people who only have killed others? Why not let everyone else out too?
