Supreme Court issues stay blocking Champlin's expansion

PROVIDENCE, R.I. - A Supreme Court Justice issued a stay Wednesday afternoon, temporarily preventing Champlin's Marina from going ahead with its controversial expansion plans in Block Island's Great Salt Pond.

Justice William P. Robinson III, the duty justice this week, issued the temporary stay, effective until May 28, when the full court has scheduled its next conference for court business.

The stay was requested by the Town of New Shoreham, the Conservation Law Foundation and several environmental groups on Block Island. It will temporarily block a ruling by Superior Court Justice Netti Vogel in February that allowed the marina to expand its piers and docks about another 170 feet into Great Salt Pond.

The CLF was delighted with the stay, according to its lawyer, Jerry Elmer. He said he hopes the full court will agree later this month to continue the stay while it considers legal arguments in the case, which for more than six years has pitted the marina against island residents.
