PROVIDENCE, R.I. -- On Nov. 22, 2008, bouncers at Level II dance club ejected a man and told him not to come back. The man then caused a disturbance on the crowded sidewalk outside the downtown club, so he was arrested and charged with obstructing a public way. With a discussion of that minor incident, the Police Department Thursday began to make its case that the city Board of Licenses should strip Level II of its liquor license because the club is chronically disorderly and a serious nuisance. In the first session of a hearing of the case at City Hall, one policeman testified about the Nov. 22 incident and a second policeman began to testify about an incident Sept. 28 in which a female bouncer allegedly was punched in the face by a male patron. But lawyers for the police and the club consumed much of the nearly 2½-hour hearing quarreling about procedure and whether each side had provided necessary information to the other. The hearing was recessed until next week, at which time the police are expected to resume presenting a laundry list of incidents of misbehavior -- the majority involve fighting -- for which the Level II proprietors allegedly are responsible. |
