The lead story in today's Journal reports that federal stimulus funds won't come close to rescuing Rhode Island's most cash-strapped school districts. In other news, a House study commission has endorsed a plan for a new retirement package for state employees and teachers, the U.S. Justice Department has launched a criminal investigation into the death of a detainee at the Donald W.
