Governor Carcieri announced Monday that the state is using $4 million in federal stimulus money to create 2,000 summer jobs for Rhode Island youths. The money is part of $17.2 million the state is receiving from the federal government for work force training and employment services. Sandra Powell, director of the state Department of Labor and Traning, said the jobs should begin as early as late May, and would last between 6 and 18 weeks. To be eligible, job seekers must be between 14 and 24, meet income requirements, and have what Powell called a "barrier" to employment. Barriers include deficiencies in literacy skills; low academic performance; being a school dropout, homeless, a runaway or foster child; being pregnant or a parent; or having a disability. The money is being distributed through two state boards, the Workforce Partnership of Greater Rhode Island and Workforce Solutions of Providence/Cranston. They will post requests for proposals from community organizations, companies, educational institutions and public agencies by Thursday on their Web sites at www.workforcesolutionspc.com and www.griworkforce.com. Proposals are due by April 20. Anyone who is interested in one of the summer jobs may apply through one of the state's 13 youth centers. My son can't apply because he hasn't been in trouble and I make too much?
