By Paul Davis Rhode Island had the smallest percentage of homeless people in the nation before the recession, according to a new report by the Newton Centre, Mass.-based National Center on Family Homelessness. State officials also did a pretty good job in handling homeless issues in 2005 and 2006 when the study was done. The state ranked fourth in the nation, based on state policy and planning and other factors. According to the agency, more than 1.5 million American children were homeless three years ago and in need of programs to create more housing, feed them in school and treat their trauma over lack of safety, comfort, privacy, routines, health care and relationships. "These factors combine to create a life-altering experience that inflicts profound and lasting scars," the report said. CommentsLeave a commentPlease be civil.
