As President Obama released $28 billion in federal stimulus money for roads and bridges, the Rhode Island Department of Transportation said it will be ready to launch construction projects as soon as the weather allows, probably in early April.

Meanwhile, the state's congressional delegation said that the first, $10.8-million, installment of the state's $137-million allotment had been released by the U.S. Department of Transportation.
