By Katherine Gregg, Journal State House Bureau PROVIDENCE, RI -- The chances that Governor Carcieri will present his Fiscal Year 2010 spending plan to lawmakers on Tuesday are getting slimmer by the day. On Feb. 4, Carcieri asked -- and received from legislative leaders -- permission to take another two weeks to prepare his budget proposal for the year that begins July 1, an extension that takes him to Tuesday. Late today, his communications director John Robitaille said he cannot yet say for certain that the governor will seek more time. "But I can say as the details of the [federal stimulus legislation] are becoming known, it appears more likely the Governor will have no choice but to ask the General Assembly for an extension,'' he said in an email response to an inquiry. The FY 2010 Budget will be written in Jello. These people don't have a clue and the taxpayers will end up paying for their incompetence!
