Cicilline will announce this afternoon a series of actions his administration is taking in response to the findings in the KPMG audit of the Tax Collector's Office. Meanwhile this morning, two city Councilors issued a letter calling for the reinstatement of city Tax Collector Robert Ceprano, who was placed on paid administrative leave in September, when the Journal first reported on the bad check for $75,000 issued to the city by the mayor's brother, John M. Cicilline. Councilman John J. Lombardi and Councilwoman Balbina A. Young said that if the city decides to stand by its decision to keep Ceprano on administrative leave, then other officials who were involved in the decision-making process must be placed on leave immediately. "What the report clearly reflects is that no staff member acted unilaterally; indeed multiple discussions took place over the course of several years among the tax collector, his supervisors, senior administrative staff, the collection attorney, and the attorney for Garcia Enterprises," the council members said in a statement. The KPMG audit, which was conducted at the direction of Mayor Cicilline, focused on the circumstances surrounding a $75,000 check and the general operations of the Tax Collector's Office. The news conference will be held at 3 p.m. in the Mayor's Office at Providence City Hall. The announcement is a change from yesterday, when Karen Southern, Cicilline's press spokeswoman, had said that the mayor would address the audit, which was made public Friday, on Wednesday and had declined to comment about actions the city was taking in light of the report. I am still waiting to see the results of the state police or FBI investigation into this. This has the markings of making Buddy look like a boy scout.
