PROVIDENCE -- Mayor David N. Cicilline this morning swore in two police captains to the rank of major. Maj. Hugh T. Clements Jr. will take charge of the division of Homeland Security. He previously served in the investigative division as chief of detectives. Maj. Steven Melaragno will head the administrative division. He was already a member of the division. Melaragno replaces Maj. Thomas F. Oats III, who is now in charge of the investigative division. The ceremony was held this morning at the Public Safety Complex, police headquarters. -- Journal staff writer Greg Smith |
