PROVIDENCE -- It is cold, all right. While sunny, today's high should top at near 50, with a northwest wind between 7 and 14 mph (northwest means cold). By tomorrow, however, we should warm up a bit, with a high near 59 -- just in time to take the kids (and yourself) trick-or-treating. Don't get overconfident, though.
