Complaint alleges reporting lapses by Warren Sewer chair

WARREN -- Brian R. Remy, the chairman of the Warren Sewer Commission, has failed to report that his business performed work for the town over the last seven years in accordance with the state ethics code, according to a complaint.

Remy, the owner of Remy Plumbing & Heating, Inc., also has omitted the fact that the town paid him a $1,200 stipend as assistant fire chief in 2007, according to Peter J. Mancini, deputy chief investigator of the Rhode Island Ethics Commission.

Mancini said he filed the complaint after investigating an anonymous call and subpoenaing relevant financial documents.

Under provisions of the state ethics code, Remy must submit a financial disclosure form to the Ethics Commission every year because holds both elective office, as chairman of the sewer commission, and appointed positions, as assistant fire chief and as a member of the Warren Board of Fire Engineers.

According to the complaint prepared by Mancini, Remy was required to disclose the amount of income he received from the town as a part-time employee of the fire department in 2007.

And Remy was obliged to list the services his plumbing business provided to municipal agencies in excess of $250 during any calendar year, according to the complaint.

The disclosure form was to list the date and nature of the work performed, as well as the name of the municipal agency which received the services and the name and address of the business. Remy was not required to list the amount he charged the town.

Mancini's complaint said Remy's business has done work for the town since 2000.

He said a probable-cause hearing will be scheduled on the complaint, although it could be resolved outside the hearing process.
