Airport rail station funding tied to transportation bond

A $267-million project under way to link T.F. Green Airport in Warwick with the commuter rail trains to Boston, Providence and Wickford Junction could face another hurdle if Rhode Island voters fail to approve Question 1 on the ballot next Tuesday.

State officials said today that they are counting on voters approving a $87-million transportation bond to help finance the "intermodal" station, which is they said would create jobs, stimulate the Rhode Island economy and preserve the environment by keeping more cars off the road.

"Obviously, right now this couldn't come at a better time," Governor Carcieri said at a news conference. "We need this transportation bond to pass..."

Though the transportation bond issue, Question 1 on the ballot, includes less than $20 million for the $267-million intermodal project, the state funds are required in order for the state to qualify for another $80 million in federal funds for the project, said Department of Transportation Director Michael P. Lewis.

Rhode Island transportation officials expressed concern last week that opposition to an un-related Question 1 ballot item in Massachusetts could scuttle Rhode Island's transportation bond issue. (The ballot question in Massachusetts would eliminate that state's income tax by the end of next year.) Their campaign, whose TV ads appeared in the Rhode Island market, was not identifying Question 1 as a Massachusetts ballot choice. Recent ads, however, are doing so.

Besides helping to fund the airport-commuter rail connector project, the $87-million transportation bond (Question 1) on Rhode Island's ballot, Lewis has said, will provide funds which are critical to continuing the state's highway program for the next two years.

Current demand for a Warwick train stop has very little demand. For the few hand full of people that are to use it, the state of RI will delay the train for the great majority of their uses. The estimated cost of 267 million dollars (liely to be much more) will in no way benefit the city, state or people.

This extremely expensive people-mover project deserves closer scrutiny before citizens go about adding any more money to the pile. There are so many unanswered questions about the Airport's future in Warwick that reckless spending of this nature at this time seems suspect. Without trains and with declining air traffic one wonders where the people will come from to be "moved"... I would hope that voters research the issues before blindly passing this. It is unfortunate that this money is tied to desperately needed highway repair funding. I guess this is Rhode Island's example of packaging pork.

This half-baked scheme should just be shelved. Do they really think people are going to ajust their schedules even longer to factor in getting a train to the airport? Would there be 4 am trains and after midnight trains? These would be necessary to handle the load of early morning flights and still leave time to deal with TSA.

Are there load factors for the MBTA into Providence that would justify an extension to Warwick? Sounds like another white elephant that airport users will pay for through fees added onto their rentals and tickets.

TF Green needs things more important to the users.
1. A longer runway
2. A covered short term lot (move that hideous piece of junk called art our of the way. Just another obsticle in the way of rolling luggage to go along with the lack of curb cuts.)

3. A covered pick-up and drop off areas for passengers and shuttles so passengers and their luggage don't get soaked waiting. A great welcome back to RI to stand in the rain waiting for a shuttle back to the car lots.

The state should have been more fiscally responsible in the first place and not be dependent on Question 1. This plan has been in the works for over five years and it is just now they are thinking of ways to get money for it? I am all for the airport connector since I fly out of TF Green every week, but I already pay an ungodly amount of taxes and cannot fathom how they are being spent so poorly that Question 1 is needed.

One-fourth of the transportation bond is earmarked for one project. It's better to use the $20M and the matching $80M on roads and bridges.

Future train service to Warwick and Wickford? That would be nice... IF future train service can be fully arranged in advance of construction.

A poorly planned "people-mover" from train station to airport? Not so nice. Especially for tens of millions of scarce dollars potentially wasted on this project which, even on the surface, appears to have limited value and under-examined "purpose and need".

Every available dollar should go into securing our neglected highways and bridges, which handle existing traffic. In these horrific financial times, we shouldn't be asked to gamble any precious bond money on wishful thinking.

It was a mistake to include this $20 million in #1. Until the planners truly listen to the people who are paying for all of this, I'd have to vote "NO" on tricky transportation bonds like #1.
