The governor's panel examining how Rhode Island pays for transportation projects, such as highway and bridge repairs, is scheduled to hold the first of four public hearings tonight. The blue-ribbon panel's hearing is at 7 p.m., at the Community College of Rhode Island Flanagan Campus, 1762 Louisquisset Pike, Lincoln. The other public hearings are: * Wednesday, 7 p.m., Community College of Rhode Island, Newport County, One John H. Chafee Boulevard, Newport. * Sept. 23, 7 p.m., University of Rhode Island, Kingston. * Sept. 25, 7 p.m., Rhode Island College, 600 Mount Pleasant Avenue, Providence.
