Cranston polling officials were ready for action at 4:30 p.m. today, but primary voters were sparse at Western Hills Middle School. Raymond Insana, back left, was only the 36th person to cast a vote. The low turnout may be the story of this state primary, as compared to the presidential primary in March, when voters turned out in record numbers.
