PROVIDENCE -- Kelbyn Ramirez, 27, an illegal immigrant from the Dominican Republic, this morning pleaded guilty to second-degree murder in the shooting of a friend in May 2007. Superior Court Judge Robert D. Krause accepted a plea bargain between Ramirez and the office of Atty. Gen. Patrick C. Lynch, and sentenced Ramirez to a 40-year prison term on a charge of second-degree murder, with 25 years to serve and the balance suspended with probation. On a second count, carrying a pistol without a license, Krause imposed a 10-year suspended sentence to run concurrently with the main sentence. Ramirez had been indicted on charges of murder and discharging a firearm with death resulting. But under the plea deal, Lynch's office agreed not to seek first-degree murder and to downgrade the second charge to carrying a pistol without a license. Ramirez, who has an extensive criminal record, admitted to the judge that he shot to death Aneuris Caceres, 21, also a citizen of the Dominican Republic, after the two argued and parted ways long enough to arm themselves. Caceres got a shotgun and Ramirez, a 9mm pistol, and Ramirez shot Caceres several times behind a tenement in South Providence. Sobeida Pena, Caceres' mother, gave a tearful victims' impact statement to the judge in court in which she demanded to know why Ramirez had killed her son, with whom he had been friends. And yet the Church keeps tellin g us the illegals need to be protected and they should not be arrested during raids. Ramirez, who has an extensive criminal record, has probably been arrested in Providence where the inept policies of Esserman and Cicilline will allow him to be released every time he is arrested. So far this summer we have had illegals arrested for a kidnap and rape, andother was arrested for kidnapping his own daughter up in Boston, and now this one is convicted of murder. NOW who wants to stand up for their rights to be here??????

I always find it conveinent that when illegal immigrants commit criminal acts, the doicese, the numerous coalitions for illegal immigrants, and the ACLU never comment. I would listen and respect what was said more often if they also commented when the same people they believe should remain here illegally commit violent acts that affect the lives of RI citizens.
I guess we'll have to wait for another raid by ICE, or for a vehicle stop where several illegal immigrants are detained b/c they have absolutely no identification (who doesn't carry ID?). Then we'll see Steve Brown gear up for his publicity party and picketing. Where is the outrage from the people, along with immigrants from the DR and other countries who paid their dues and came here legally. The fact of the matter is there groups are designed to further their own cause, or else they would speak out.....good or bad

While I agree that illegal immigrants should not be given a pass or allowed to stay due to some politicians poor policy, this is about crime. It doesn't matter if they are legal or illegal. If the perp had been picked up previously and released, there must not have been enough evidence to take them to trial. The bottom line, when the economy gets tough, the society gets a little more tense. No job, no money, arguments about where to spend what's left, no good outlook for the future? That's the real crime. It's not all about illegals taking our jobs. You can blame the corporations and our wonderful Administration over the last 8 years for turning things sour. By the time these guys get done, there will not be a middle class left to pay the freight!

She committed a crime when she entered this country without permission. That was her first mistake.
Her second one was a bad crime in killing her friend.
I wonder if the do gooders, churches, the ACLU will come to her aide and pay for her defense? Why not, they defended her right to stay here illegally?
