Where was DCF when this young man was being raised in a house where guns and drugs seemed to be part of everyday life ?

I realize DCYF has a terrificly hard job, but it is also one of the most disfunctional departments the state has.

Where was DCYF?.............. They were busy............ Busy worrying about their union benefits, perks and state issued cars.........Thats where.........

Who cares where they were? People grow up in a lot worse and they do not kill their parents. Normal children can adapt. It's when people get the idea in their heads that they have been victimized that trouble starts. DCF causes as many problems as they solve. Besides, the deceased seem like decent enough people. They could have kicked their son out at 18 and had the house the themselves, but they did not.
