PROVIDENCE -- The Police Department is conducting an internal investigation of a patrolman accused of “improper conduct during motor vehicle stops,” Deputy Police Chief Paul J. Kennedy acknowledged today. Neither Kennedy nor Maj. Paul C. Fitzgerald, commander of the Uniformed Division, to which the patrolman had been assigned, would discuss details of the allegation or allegations or say how many people have complained about the patrolman. “It could compromise our investigation, and I don’t want to do that,” Kennedy said. Under a state statute called the Law Enforcement Officers Bill of Rights, police management is not permitted to identify an officer who is under criminal or disciplinary investigation until a criminal charge is brought or a disciplinary process is concluded with a finding against the officer. In light of the allegation or allegations, the unnamed patrolman has been transferred for the time being from patrol duty to “administrative duty,” Kennedy said. He would not say what work the officer will be assigned while on administrative duty. -- Journal staff writer Gregory Smith CommentsLeave a commentPlease be civil. This is just another indication the the Providence
Police Department needs new leadership. This Chief
need to be replaced. Esserman has no clue what is going on in his Department. We are not getting our
money's worth. This guy is over his head.

I guess "K Pereira" believes that the chief should be with every officer during every shift. Unless they have REALLY mastered cloning, how can he?
Someone came forward and reported this officer's actions. While I am not a strong supporter of the LEO Bill of Rights, the proper action will be taken and the details will come to light. Esserman has not swept anything under the rug during his tenure.

Yeah RC, good stuff. People need to stop assuming Esserman isn't doing his job just because Jim Hummel and Cianci - bags of hot wind - say he's fudging police reports.
Rhode Islanders is so flippin ignorant.

Just like Scott Hornoff used to do, one of the reasons he ended up in jail for a crime he did not commit.....

That's right, continue to support a police chief who refuses to uphold the law regarding illegal immigrants.Next, he may decide to ignore robbery - then the city's crime rate will look even better!
